Environmental Site Assessments (ESAs) 

Versar has completed hundreds of Phase I and II Environmental Site Assessments (ESAs) for commercial clients. Oftentimes, we provide these services for a real estate portfolio that includes multiple ESAs performed simultaneously, or for a client with a substantial geographic presence that includes properties in different regions or states.

Versar has assessed warehouses, apartment complexes, office spaces, abandoned industrial waste disposal sites, manufacturing facilities, undeveloped parcels of land, wooded areas, future sites for single-family homes, restaurants, golf courses, and fitness centers. Many of the Phase I ESAs identified the need for Phase II assessments, including: asbestos inspections; lead-based paint inspections; radon testing; UST removal services, geotechnical site investigations, and multi-phase environmental investigations.

Versar has also included property conditions assessments (PCAs) as part of the work when our client is interested in the condition of site assets, including: the building structure, parking areas, pavement, HVAC and mechanical systems, roofing, signage, and other areas. Through partnership with our Engineering & Construction Management Division or team partners, we can complete all of the necessary services.

Versar has extensive experience performing Phase I ESAs, as well as transaction screens throughout the Unites States and the US Virgin Islands. We conduct the Phase I ESAs in accordance with ASTM E1527-05 and the EPA’s All Appropriate Inquiries (AAI) standard. They include, at a minimum:

  • Physical inspection of the property and surrounding area
  • Review of applicable local, state, and federal regulations
  • Review of historical records and aerial photographs
  • A literature survey of the environmental setting of the property
  • Interviews with site users

When PCAs are included, we tailor the work to the client’s need or satisfy the requirements of the “ASTM E2018-08, Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process.” We provide an immediate repairs table and a replacement reserve table, which helps the client understand the impact of the condition of the building on the financial performance of the asset.
